INVITATION TO BID

Date:  August 19, 2026

Sealed Bids will be received by the Morgan County Quality Water District (hereinafter referred to as Owner), at the office of the Owner, 17586 Morgan County Road 20, Fort Morgan, Colorado 80701, until 2:00 p.m., local time, August 19, 2026, for:

Lost Creek Wells Pipeline

At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.

The major components of the project include:

Installation of 24” diameter HDPE pipe from Station 5+00 to Station 169+71 more or less plus a 20” HDPE line from Sta 600+00 to 625+29.  The work includes two major canal crossing, one highway crossing, multiply valve and air release valve vaults.

Electronic copies of the Bidding Documents may be obtained by sending an email request to jcook@nec-engrs.com at NOCO Engineering Co., (hereinafter referred to as ENGINEER) and upon payment of Fifty Dollars ($50.00) per each set.  Mail payments to NEC at 11323 Coal Mine St. Firestone, CO 80504.  No paper sets will be sold.  No partial sets will be issued.  NO REFUNDS OF PAYMENTS WILL BE MADE.  Bidding Documents will be available August 5, 2026, through a private Dropbox account to prospective bidders.

All questions shall be sent by email to jcook@nec-engrs.com.  The last day for questions is August 13, 2026, at 4:00 p.m. 

A Mandatory Pre-Bid will be held at the Owner’s Office on August 5th, 2026 at 8:30 a.m. OWNER’s clock.

The Bidding Documents may be examined at:

1.           The OWNER'S office.

2.           The Engineer’s office.

Bidder Qualification forms are included in the Project Manual.  Bidders must be qualified contractors in the State of Colorado.  Bids received from Bidders who are not recorded by the ENGINEER as having received the Bidding Documents will not be opened.

The Work is expected to be commenced within fifteen (15) days after the Date of Contract.   Completion of the Work is required as specified in the Bid Form.

Bid Security in the amount of five percent (5%) of the total Bid Price must accompany each Bid in the form specified in the Instructions to Bidders.

The Successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond in the amounts of one hundred percent (100%) guaranteeing faithful performance and the payment of all bills and obligations arising from the performance of the Contract.
